Carried out within the framework of the program ARTES 3-4 of the European Space Agency in collaboration with the industrial partners SES ASTRA (Luxembourg) and Newtec (Belgium) and with partners institutional: UNDP (United Nations Development Programme), Commissione Europea e International IDEA (NGO).

The project, dedicated to the development and management of a broadband satellite network to meet the needs of the Independent Electoral Commission (CEI) of the Democratic Republic of Congo (DRC) in terms of:

  • (secure) transmission of electoral data (biometric data)
  • distance learning (eTraining Services)
  • community services (Capacity Building)
  • eGov's services

He has developed the following applications:

  • Election Data Transmission (EDT)
  • Creation and management of a satellite broadband network for the secure transmission of biometric data relating to the Congolese electorate (approximately 30 million).
  • eTraining Activities (eTR)
  • Production of training modules and management of distance learning activities through access to the Administra Training platform.
  • Capacity Building (CB)
  • Extension of the services offered by the network to the community surrounding the training centers through access to Edutainment content and the Internet (Wi-Fi systems).
  • Logistics support

In order to support the development of applications, the project introduced the provision of a series of solutions to address the logistical problems that characterise the Democratic Republic of Congo.
Among the solutions envisaged is the design, development and installation of the “Learning – Tele Centre”, a prefabricated structure capable of providing a solution to the problems of installation, telecommunications, energy supply, security, supply of drinking water and air conditioning, especially in the most isolated areas of the territory.
